Background
Bruno is currently pursuing a Ph.D. in Law at the University of Edinburgh, thanks to the support of the College of Arts, Humanities and Social Science Research Award. His research focuses on the role of the Inter-American Court of Human Rights in shaping multilateralism.
With nearly a decade of hands-on experience at the Inter-American Court of Human Rights, Bruno served as an Advisor to four different presidents, providing strategic advice on legal, political and communication issues. He acted as the focal point with other regional human rights courts, the United Nations, and domestic courts. Additionally, Bruno played a key role in strategic projects for the Court's Registry, encompassing communication strategies and on-site visits to almost a dozen countries under the court's jurisdiction. As a spokesperson, he participated in several training sessions for high-ranking officials, including judicial and prosecutorial officials in eighteen different countries.
Bruno brings a wealth of professional experience in the practice of human rights, gained through his work with various international bodies, including the Inter-American Commission and the Andean Community of Nations. He has also collaborated with civil society organizations such as the Center for Justice and International Law.
Bruno has authored several publications on international law that delve into critical topics such as compliance with international human rights law and judicial dialogue between regional human rights courts. He also serves as a lecturer at Universidad Tecnológica del Perú, and Universidad Católica de Santa María. Additionally, he has contributed as a guest lecturer at renowned institutions such as Harvard University, the Institute of Legal Research at the Autonomous University of Mexico, and the University for Peace of the United Nations.
Qualifications
Bruno holds a Master's in Public Administration from Harvard University, where he was honored as a Mason Fellow, and a Master of Laws (summa cum laude – first class honours) from the University of Notre Dame. He also earned a Bachelor's in Law from San Pablo Catholic University, accompanied by a minor degree in Journalism.
